It sounds like something may be missing from the TQS installation.

SQL Assistant loads the dll at startup in order to see if it is available for later use. (It then immediately unloads it.)

When the dll loads it would cause any additional support dlls to be loaded also. If one of these dlls was not found TQS may display the error message.

I have not heard of this problem before so my best guess would be that something went wrong during the install of one of the TQS apps. (or something got left behind if a previous version had been installed.
