I think what you have is the 2 TDPs or the BTEQ sessions being started in different modes - See below the difference in Transaction Mode on handling truncation

Truncation and Transaction Mode

The behaviour of the truncation depends upon whether the conversion occurs while the RDBMS is operating in Teradata mode or ANSI mode. For more information, see "Truncation Exceptions in ANSI Mode" on page 8-25 and "Truncation Exceptions in Teradata Mode" on page 8-26.

In this mode ... Truncation of this server character set is as follows

...
ANSI non-pad character data causes an error.

Teradata character data is truncated without reporting an error.
