I think this is a security concern.

Only USERS can have grant authority over anything - not Roles.

For similar reasons only Users (not Roles) can create and drop Users, Profiles and other Roles.

(If you use Teradata Administrator you will find that all these things are disabled on the Grant screens whenever you switch to the Roles tab.)
