What version of Teradata are you running.

If you are still running 4.1 it may be caused by the limited buffer size used to store the Explain Text Step data.

This buffer size was increased in 5.0 but in 4.1 if the size was too large the PM API would transmit only part of the Explain text to the client application (PMON, SessionInformation, etc) so the application would simply display whatever it received.

(If you looked at it again when it was executing one of the 'missing' steps those steps would then show up ... but the earlier ones would be missing.)

I guess even on 5.0 the explain could exceed the buffer size but I think it would have to be a very large explain to do so.
