The 'With data' option would not work when copying from one system to another. This would require either Archive/Copy (Restore) or another form of Extract/Load such as FastExport/Fastload.

Although it would be possible to add this feature if the copy was between databases on the same system there are no plans to do this. The current 'Copy' function works with all object types - not just tables. It works by issuing a SHOW command and then re-submitting the output after changing the database name prefix. In order to support the 'with data' option the copy of a table would have to be performed differently than other objects.

We have not received any requests for this functionality as far as I am aware - probably because the syntax to perform this function is easy for a DBA to enter themselves.
