The Teradata manuals are normally accurate. SPOOL space does not support any form of secondary indices. Since volatile tables are created in SPOOL space there are no answers to your questions regarding the creating or dropping of a secondary index on a volatile table.

If you need secondary index definitions on a temporary table use a Global table which is materialized in TEMPORARY space, which does allow secondary index definitions.
