2 TDQM rules are needed as you have put. One from 09:00 to 23:59 for Tuesday and 00:00 to 13:00 for Wednesday.

To enable Object Access rule for a user, just drag and drop the user from Database Browser window (User icon) onto the respective TDQM rule. Make sure the rule is enabled and then "Apply" the changes to take effect.
