If the Cognos users can issue 'Modify User' commands they can change their password by issuing the command

Modify User <username> as password=<pwd>


In order to force the users to change their passwords you will need to set up password policy rules.

If you are on Teradata 5.0 you can set these rules in a profile and assign the profile to all your Cognos users. (Use the Tools, Administer Profiles menu in Teradata Administrator, or just use SQL.)

If you are still using Teradata 4.x then only global password rules can be set. These will apply to every user of the system.
