Actually you only have to be in a profile that allows you to set the password in accordance to the appropriate security parameters.

Example: If your SYSSECDEFAULTS is set to only allow a maximum of 8 characters (and your ID does not have a profile attached) and the user password requires 10 characters, you must attach your ID (or administrative ID) to a profile that allows 10 character maximum length prior to changing their password.
