That white paper you mentioned is very outdated, it was written in 2000, so it it does contain things that are no longer accurate, or that have changed. Most of the information within it is better expressed, more current and more complete in the Orange Book on Priority Scheduler (there's one for V2R4.1 and one for V2R5). Orange Books are available on Support Link, using these steps.

Go to NCR@YourService

At bottom of page under Services select "NCR@YourService"

You are then prompted to enter your used ID and password to get into the site

Once you're on the site, under Teradata Applications select "My Support Link"

In the left hand column select "Teradata Documentation and Resources"

In the left hand column select "Teradata Orange Books"
