Unfortunately Windows only allows up to 3 buttons at the right of the heading bar. (Probably because there were only 3 possible buttons originally.)

Since this dialog is independent of the main window it needs to have the 'Context Help' button in its caption. (Cant use the toolbar)

As soon as you request the Context Help button this removes the Min/Max buttons. Unfortunately it also removes the automatic maximization that would normally occur if you double clicked the header bar.

Starting in version 7.0 (later this year) it will remember its size after you resize it however, so resizing should be a 'one time' thing.
