Sorry, I mis-stated that point. My mistake. Here is a more thorough, more accurate, explanation:

TDQM never sums row counts, just processing time.

There are two row count aspects to the Query Resource rule, one for final row count, and one for max row count. The max count is the step with the largest row count (at or above the min confidence level). And the final row count is the estimate for the last step at or above the min confidence level (which is possibly not the final step if the conf level of the final step is too low).

Just to iterate one of my earlier points, the Minimum Confidence Level option should not be used as a standard practice, as it can make it more difficult to predict the outcome of a particular Query Resource Rule.
