If you are using Teradata Administrator to modify the user's password simply check the 'Temporary' box next to the password.

(This adds the 'FOR USER' phrase to the generated command - as described in a previous response.)

Note that 'FOR USER' (or 'Temporary') is only allowed on the MODIFY USER command - not on the CREATE USER command.

This means you would have to create the user with a password that only you know - then use MODIFY USER ... FOR USER to assign the 'temporary' password that you are going to give to the new user. (Really strange I know ... Maybe we will fix that little gap some day?)
