Only NCR associates can directly access the patch server so you will need to ask your local support rep to get the fix for you.
I duplicated the problem by using the ODBC.03.03.00.00 driver.
Upgrading to the 03.03.00.03 driver fixed the problem. (This version is available from the patch server.)
