ERwin's support for newer Teradata features is limited to say the least. As far as we can tell it doesn't support Soft RI; nor does it support Partitioned Primary Indexes, Join Indexes or even basic DDL features like defining a character field as CHARACTER SET LATIN NOT CASESPECIFIC.

We've raised this lack of support with CA as a bug (they claim Teradata support as a key feature of the product) and have been told that they have classified this as an "enhancement request". There is currently no timescale for this to be addressed. ERwin's support for Teradata hasn't changed since the release of version 4.0 (roughly V2R3 level in Teradata-speak); even that support is bugged; and it doesn't look like this is likely to change any time soon.
