I think that the previous e-mails have cleared up that the Teradata Utilities run on servers acting as clients to Teradata and that these Utilities can be invoked on these client servers from a servers or PC that are clients to these servers.
Historically the Teradata client licences had to be purchased for each system that ran them. With the move from TUF 6.1 to TTU 6.2 this was changed for open systems (ie non mainframe) to being licenced per node. In addition the open system access modules were bundled into the Teradata Utility Pack (TUP). This means that as long as you have upgraded to TTU 6.2 or greater (TTU 7.0 came out with V2R5 and TTU 7.1 with V2R5.1) you will be licenced for all the TUP products on all supported open systems.
The TUP products vary slightly with release but TTU 7.1 includes:
ODBC (Open Database Connectivity) JDBC OLE DB CLI Teradata MultiTool Teradata SQL Assistant (Queryman as was) Teradata SQL Assistant/Web Edition Teradata Administrator (WDDI as was) BTEQ Data Connector
The systems supported depends on the release and product but the following systems are supported for at least some of the product in TTU 7.1:
