The format in which teradata by default accepts date is in format 'yyyy-mm-ddBhh:mi:ss.ssssss' .

So, either give date in this format ( i,e; '2004-01-28 06:25:29.540000' ) or explicitly cast the string to date format using

cast ('28-01-2004 06:25:29.540000' as timestamp(6) format 'dd-mm-yyyyBhh:mi:ss.s(6)').

This should work.
