Turn on ODBC trace and do the log file comparison for both drivers. You may want to "Start tracing" just before running the VB App ( before connection is made ) and turn it off. Since log information is appended to the SQL you may want to rename the file before switching the driver, to do the same test.

Steps inside the trace will give you more idea about the steps where its failing inside the ODBC driver communication........
