First, macros and SPs are handled differently.

Second this is from the DDL manual, create procedure statement

"You can also create a stored procedure using the CREATE PROCEDURE statement from CLIv2, ODBC, and JDBC applications, and from the QueryMan utility.

Stored procedure execution and DDL operations are supported by the following client utilities:

*BTEQ
*CLIv2
*JDBC
*ODBC
* PP2
*QueryMan
*TeqTalk ( DMTEQ)
"

Third: If you just want to try out syntax interactively I would suggest using Queryman/Teradata SQL Assistant.
