We have written a custom interface to Teradata. For its purpose it works well.

My suggestion would be to price out the capital needed for a contractor that can help you with the CLI interface (assuming you don't have the in-house experience of writing CLI apps) and the expense of an employee and maintenance vs. the capital needed to purchase the tool suite from Teradata.

Also be sure you need the teradata utilities before you purchase them. You can order a Demo CD off the web site or ask your Sales guy for one. This will be a windows version of this software but should give you a good feel for the software. This demo CD also contains the Teradata documentation. I have checked my content and I see a section for CLI.
