I would be wary of allowing 'WITH NULL PASSWORD' for too many user ids.

If you are using V2R5.0 you can assign the users to a profile (or more than 1 profile) and use the password properties of the profile to prevent expiration of the password for users in these profiles. The passwords do not have to be null in this case.

Teradata Administrator 6.1 will allow you to set the password properties of the profiles (due out near end of year). Unfortunately no one mentioned the feature to me until it was too late to include it in version 6.0, so until then you will have to simply update the dbc.profileinfo view manually.
