I think the answer has got to be that you have Nulls in the ETL_TEMP.XREF_VENDOR_TMP.VENDOR_ID column. The problem isn't with NULL's in the subquery table, it's with NULL's in the outer table.

Remember that null values fail every kind of test except a IS NOT NULL or IS NULL test.
