I would argue that if you are deleting from and re-inserting into tables you need to recollect stats unless you know absolutely that the new data has the same demographics as the old data. In my experience having "bad" statistics is worse than having none at all.

As far as the date columns go, if you have value ordered nusi's I would think that waiting for 10% change is not a good idea.
