What is the highest level of MP-RAS available?

i.e. production is running 3.02 maintenance level 8 (database is at V2R3), test is running 3.02 maintenance level 10 (database is at V2R4.1.3).

Do you have to be at certain levels in order to upgrade to higher database release levels?
