had this same issue can use fastexport to move data OR if i remember correctly, i could archive from production (v2R4.1.0) with the TUF from TUF 6.0.1 and restore the archived file to Dev (4.1.3) with TUF 6.1 so was able to use two diffent versions of archive/restore utility. But, I could not do the reverse so had to use Fastexport.
