I'm not sure I understand your following comment: "The real indicator is that the slow nodes are at 98% all day. With performance being limited by the slowest node it would seem reasonable that CPU utilization for the entire system would be 98%."

Given that you've got a co-existence environment then it seems (to me) to be perfectly reasonable that if the slower nodes are X% busy, then the faster Nodes are typically going to be

I've seen this on at least one other customer system. The new Nodes were 'twiddling their thumbs' at around 50-60% busy whilst the old Nodes were unning at 98-100% for many hours of the day. We recommended a re-config and now the Nodes are a lot better balanced.
