If the value is passed in as a parameter, the optimizer can't know what the value will be, so tends to optimize based on what a common value would be.

Yes, this means that sometimes the optimizer picks the wrong plan, and for this type of query it can be much faster to include the data in the SQL text where the optimizer can see it.
