Business Objects has historically found favour.

I've seen Microstrategy used recently and was quite surprised, and pleased, at how Teradata aware it seems to be.

Microsoft Access is installed on most desktops and can also be used quite in conjunction with ODBC.

As John ponted out though, there is no single 'best' tool.

Personally, I favour ITEQ :-)
