I guess you are using ARCMain of V1 version and it is not going to allow you to COPY to V2R4 because for each of the database version you need a specific ARCMain version.

Moral of the story: While buying a new Database version you also need a new version of your client utilities software.

If you are planning to migrate data to V2R4 then there is a separate NCR Migration process.
