I'm not aware of anything that is accessable using SQL (this 'lock' is held in the table header). You may be able to infer it by looking at sysadmin.fastlog. That is the view/table that fastload uses as it's restart log. You'd have to do some investigation to find out what value you need to look for -- and it's not fool-proof as a user could simply delete the appropriate row even though they've cancelled the fastload.
