Question:
Why can't I collect statistics on dbc tables?

collect statistics on dbc.accessrights;
*** Failure 3523 The user does not have DROP TABLE access to DBC.AccessRights.

Answer:

Problem Solution/Problem Prevention:Statistics are never collected on system tables. Why?

Because a user must have the DROP TABLE right on a table in order to be allowed to collect statistics on it. No user - including DBC - has the DROP TABLE right on tables in user DBC. This is intentional. We do not want it to be possible for a system table to be dropped by mistake.
