With out more details about your workload, dasd setup, etc. etc. The only meaningful answer that can be given is "It Depends". Generally though, 100% utilization across the board in a Teradata system is not always indicative of a capacity issue as a similar metric would be interpreted in many other environments. But to really answer the question one way or another, you will need to dive into what the workload actually is comprised of......
