All of the network connections with "td1" as part of the COP name are considered to be in the same COP or Network Host Group. When queries are submitted to the Network Host Group td1COPx the gateway software routes the request to the least busy PE in the group. I'm not sure how the least busy PE is decided on, but it is not random.

You can even do things like:

111.222.333.444 td1COP1 td2COP1
111.222.333.555 td1COP2 td2COP2
111.222.333.666 td1COP3 td3COP1
111.222.333.777 td1COP4 td3COP2
