At the site at which I am currently working, we have employed the &I variable with great success. We haven't noticed any appreciable performance impact on either of the three systems where we use it (two production and one test).

A far as ASE is concerned we use &S or &I, depending on whether we want transaction level detail or not. Unfortunately, there is no good way to capture transaction level response times unless you log on and log off after every request, typically not very practical or efficient.
