Interestingly enough, we saw something similar happen to Arcmain jobs running on an MVS mainframe after going to release V2R4.0.1 and TUF 6.0.1. Four Arcmain jobs running on one of our MVS mainframes all reported "RDBMS CRASHED OR SESSIONS RESET. RECOVERY IN PROGRESS" and then sat and apparently waited for the restart to complete even though there was no restart. When we took the TDP down & up, one of the "IFPS" (actually a CP) went into a perm error state so we blamed the problem on the corresponding pbsa board. We reported the problem to NCR and they're in the process of sending us DR53358 to fix Arcmain, so that it hopefully doesn't wait for this imaginary restart to complete the next time.
