A number of these parameters are independent of the others. You obviously have to make sure that MinPasswordLength is less than or equal to MaxPasswordlength, but apart from that you're fairly ok. There are some interactions between these parms - for instance to lock users out after they've tried got their password wrong you have to set both MaxLogonAttempts and LockedUserExpire to non-Zero values.

Check under "Password Control" in the Security Admin manual. That's got the details that I think you're looking for.
