Sorry, but I did a little more thinking about the answer I sent earlier. As usual, there's a little more to it than that. What environment do you want to code the C programs in? If NT, there is a charge for the CLI libraries you will need, and you need to be using the Microsoft C compiler. They are included in a package that includes a fastload for NT, BTEQ, WinBTEQ, and some other libraries.

If you want to code for NCR UNIX with C, then I think you will have what you need, but you may have to check with your NCR representative.

If you are using another UNIX, then it will depend upon the port you either purchased or had developed for you.
