I can't speak officially, but I attended a presentation a couple of years ago about the release of V2R2 and at that time, we were told that V2R2 was the only database that was fully compliant with 'Entry Level ANSI SQL' (I remembered this statement because of the wording).

I just looked in the release notes and after a bit of searching, I finally found:

V2R2.0 contains additional features, RASR improvements, and price/performance improvements over V1R5.x such as CASE expressions, table level attributes, NOWAIT option on the LOCKING modifier, compiled WHERE clauses, and ANSI entry level compliance.

I remember that we talked about what ANSI compliance meant, but that is asking too much of my memory to recall any of that conversation.
